The general objective that guides the Cluster of the Sea's development and that is used to frame the current strategy and action programme is as follows:
To value the SEA as a resource by developing a set of activities, products and services that foster economic growth, employment and the region's internationalization, while investing in the enhancement of R&D, training, entrepreneurship and cooperation so as to contribute, in a sustainable way, to the region's competitiveness.

In our list of objectives, OCEANO XXI follows five priorities that guide its short and medium-term activities:

• Priority 1 – To develop research, technological development, innovation and training aimed at modernizing traditional activities and developing emerging activities related to the economy of the ocean and its sustainability;
• Priority 2 – To develop the quality and enhance the value of fishing products, aquaculture and salt production, as well as food health;
• Priority 3 – To promote the modernization and innovation of marine industries, port activities and logistics;
• Priority 4 – To develop recreational sailing and sailing tourism and to value the material and immaterial marine heritage.
• Priority 5 - To promote internalization of activities, companies and R&D on Sea Economy.
